He founded Qui Tam Law, P.C. after a career spent on the government’s side of the courtroom, holding companies accountable for defrauding the public.
As an Assistant United States Attorney in the Civil Fraud Section of the U.S. Attorney’s Office for the Central District of California, and as an attorney for the State of California, he led investigations and litigation under the False Claims Act and California’s Insurance Frauds Prevention Act. Those efforts returned tens of millions of dollars in fraudulently obtained funds to federal and state programs: from pandemic-relief and healthcare fraud to customs and insurance schemes.
He remains on the same side of the “v.” He does not defend against fraud claims; he pursues them, now on behalf of the whistleblowers whose knowledge makes these recoveries possible and the employees who face retaliation for coming forward, rather than on behalf of the government. His practice pairs a prosecutor’s command of how the government evaluates a case with a scholar’s understanding of how whistleblowing law works across the world.
A graduate of UCLA School of Law and a Fulbright Scholar, Aaron is the author of Whistleblowing Systems: A Comparative Perspective (Routledge) and Carbon Risk and Green Finance. His legal scholarship has been cited internationally, including in a landmark decision of a foreign national supreme court.
